Wyndham, Westgate and Other Developers

Has anyone purchased a timeshare that was pre-construction inventory that was not built within the timeframe listed? I have a relative that purchased Wyndham Desert Blue and the resort was under construction at one point and the construction stalled in 2009 and only recently began again. However, her contract shows a specific date that the resort was to be completed by and it is way past that date.

Has anyone else run into this issue with Wyndham or Westgate or any other developer? She is not using her timeshare, but is paying for something that has been under construction for years. If anyone else is in this boat with any developer, please contact me by commenting below.
